English abstract
This study highlights a regulatory telecom licenses legal reference framework on Sultanate of Oman in three chapters; each preceded by an introductory chapter dealing with the nature of the license, their definitions, their legal structure and the reasons behind the need to obtain a license. Then, the study moves to discuss the difference between the license and other means by which the authority interference in relation to types of freedom and the exercise of individual activity. This gives an overview of the general provisions of the administrative licensing, importance and legal relevance. It also addresses the introductory historic background for the development of the telecommunications sector in the sultanate. Chapter one discusses in details types of telecom licenses granted by the telecom Act beside issuance provisions relating to the process of obtaining a license, individual cases via a royal decree or an Authority. Chapter two the study reflects the Authority and Licensees responsibilities or commitments arise from the issuance of the license. Chapter three discusses the termination of these licenses in a regular manner or because of other entity's interference or without. It concludes with the description of the mechanism of reviewing the Authority decisions.
