English abstract
The purpose of this study is to disclose the reality of the role of civil society organizations in the administrative performance of the development of pre-school institutions in the governorate of Muscat in the Sultanate of Oman .Also it aimed to detect statistically significant differences (a < 0.05) that attributed to the variables of the study (type, activity, state).as well as the aimed to put proposed measures to activate the role of civil society organizations in the development of administrative performance of the pre-school institutions.
The descriptive approach was used (The case study method) in order to achieve the objectives of the study, Thirty six items of the questionnaire were distributed on four themes which are (planning, organization, supervision and evaluation). The questionnaire form was distributed to (150) of the pre-school institutions managers and the administrators of civil society organizations in Muscat governorate .The retrieval was (138) of responses representing (92%). The questionnaire has been statically treated using averages, standard deviations, the relative importance t-test, analysis of variance (ANOVA) and test (Least Significant Difference) comparisons posteriori.
The results of the study showed that the participation of civil society organizations in the development of administrative performance of pre-school children institutions were highly weak. The results also indicated the presence of statistically significant differences at the level of significance la = 0.05) on the role of civil society organizations in administrative performance development of the pre-school institutions from the standpoint of respondents to the tool as a whole, and supervision for the benefit of the states of Muscat and Muttrah. While there were no statistically significant due to the variable activity differences.
According to the results the study came out with the proposed actions to activate the role of civil society organizations in the administrative performance of the development of the pre-school institutions. The results showed that the most significant actions were: organizing training programs for those in charge of civil society organizations to familiarize them with the educational roles that enable them to participate in preschool institutions management and forming an advisory Council for those institutions in which representatives of civil society organizations participate. It will be given the right to handle administrative, financial and technical responsibilities .additionally as it will handle related plans, programs, activities and projects for pre-school institutions so that they will be enabled to be a part of its implementations, and encouraging selfmanagement of pre-school institutions, activating various administrative operations according to the decentralization principles and its foundations, Planning and implementing programs of the importance of the awareness of the participation of civil society organizations in the development of administrative performance of pre-school institutions.
