English abstract
The study aimed to investigate the project of electronic government in the Ministry of Commerce and Industry, and to identify the practice and experience of implementing the project as well as the elements of power to develop it and the causes and factors of deficits to tackle , To achieve this aim, a questionnaire consisting of (17) items was designed. The questionnaire was divided into three sections which represented (3) ways according to which the staff members used the electronic government project. It was distributed to (72) staff, (55) questionnaires were returned to the researcher. The SPSS program was used to elicit frequencies and percentages for each statement. The results showed diversity in the availability of the elements of the electronic environment with regard to potential, financial, administrative and human resources. Regarding the most influential barriers to implementation of e-government project, resources are ranked as the first obstacle, followed by cultural and lastly by regulation legislative obstacles. The results showed that the Ministry was working at tow levels implement the e-government project: - From government to government - From government to the public. The results showed that the first level of implementation was more advanced than the other. Finally the study results showed that the level of satisfaction among staff was moderate. In light of these results a number of recommendations were made: Develop Long term of national strategic plan to build Omani information society. Develop the electronic infrastructure, so as be able to sustain the e-government project and Prepare the appropriate regulations an bylaws.
