English abstract
The purpose of this study is to identify the management problems faced by the offices of Educational Supervision (OES) in the Sultanate of Oman, and to know how these problems differ from one region to the other as encountered by the regional offices of the General Directorate of Education. Of particular importance is to investigate how such problems are affected by the experience and qualifications of the personnel and the regional environment. The project also aims to propose a way of addressing these problems in the light of the Organizational Development Scheme introduced recently in the country. In order to achieve these goals, we have surveyed educational literature related to the study, and prepared a questionnaire consisting of 50 single dealing with the five areas: planning, organization, communication, leadership and supervision, and finally training. The study population consisted of all 590 male and female employees working offices of the educational supervision of the Directorates General of Education for the following regions: The Governorate of Muscat, the Governorate of Dhofar, the Interior, the Inner North, the Eastern Region North, and the Eastern Region South for the academic year 2009 / 2010. The researcher has identified a random sample of (30) female employees of each office; where the total sample (240) employees. The main areas addressed by the questionnaire are: 1 - The problems faced by the administrative offices of the educational supervision of the General Directorates of Education in the Sultanate of Oman. 2 - The significant differences between the problems faced by the administrative offices of the educational supervision of the General Directorates of Education in the Sultanate of Oman due to the variables years of experience, educational qualification and school district. 3 - Proposals for solving the problems facing the administrative offices of educational supervision in the Sultanate of Oman in the light of the new organizational development scheme. This study is based on a descriptive analytical method by extrapolation of the actual reality of the problems of the administrative offices of educational supervision in the Sultanate of Oman, and response to these problems in the light of organizational development approach.
The main findings of the study include: - The presence of a range of administrative problems faced by the offices of the educational supervision of the General Directorates of Education, in the light areas of study. • Domain I: Planning: There are administrative problems between levels of high, medium, and from the point of view of the study sample, including: limited financial support approved for the office, and the extreme centralization in the planning process, and rapid change in policies and plans by the Ministry. • Domain II: Organization: The most important problems in this area and which received a high level: overlap between sections of the Office and Services Directorate General for Education, and the complexity of the routine procedures, and duplication of procedures between the departments of the Bureau in completing the work, and leisure, but less work in some Divisions of the Office. • The third area: Communication: The most important problems in this area and which received a high level: the large number of circulars that link to the office and need a response, availability of modern communication techniques in the office, and a multiplicity of claims in a single topic from different departments in the district, and frequent contact Directorate General education in all the work requires a decision, and a lack of experience of some staff in the ways of dealing with parents and reviewers in general. • The fourth area: Leadership and Supervision: The most important problems in this area and which received a high level: limited decision-making authority to the officials of the Bureau, and discrimination in the treatment of officials of the Bureau.
