English abstract
This study aimed at exploring the roles of heads of departments and the directors of directorates in developing human relationships among staff working at the Directorates Generals of Ministry of Education in Oman and to identify the differences among those staff using three variables: experience, gender and qualifications. The main aim was to recommend and suggest some practical procedures to improve staff relationships. To achieve the objectives of the study, the researcher used quantitative methodological approach to collect the data. A Questionnaire was designed and used as the main research instrument of the study and was distributed to Top staff from four different educational districts: Dhahira, Batinah South, Dakhilya and Buraimi District. The researcher used random sampling and data was analyzed using SPSS. Data was also analyzed statistically using T-test.
The results of the study shows the following conclusions:
- The roles of heads of departments and the directors of directorates in developing human relationships among staff showed a moderate level of (Y).

Y- There was no statistical difference a = (*.*) among the participants of the study that could be attributed to the experience and gender of the staff.
- There was no statistical difference a = (*) among the participants of the study that could be attributed to the qualification of the staff, except for the communication factor which showed that those who have Bachelor degree are better than those who have secondary certificate. The study has come up with many recommendations. Firstly, to activate the roles of head/departinent's heads in the DGs in the MOE in Oman. Secondly, that the MOE should adopt and create training workshops and courses that focuses on developing
and enhancing humane relationships of section/department's heads in the MOE. Thirdly, that MOE should organize an annual event that aim at assessing the strength of humane relationships in the various DGs of the MOE.
