The Universal Declaration of Human Rights falls within the historical continuity that connects it with earlier declarations, such as the Magna Charta (1215), the American Bill of Rights (1781), and the Déclaration des droits de l'homme et du citoyen (1789). However, the previous declarations were issued by national bodies located within the national borders in England, France and the United States, while the declaration of 1948 AD - to which we will refer briefly - with the phrase (Declaration (48)) - addressed to all humanity - and the international community contributed to its issuance. Accordingly - a universal declaration of human rights, and thus the world witnessed the emergence of a new ethical system that addresses the conscience of humanity after the horrors of World War II, and this system was manifested in the human rights principles and values that were placed upon it to address the gross violations of human rights.
