This thesis is about the civil responsibility of the blogger. The electronic blog is considered one of the modern methods of publishing, and one of the major third generation 2G internet applications. Despite the fact that blogging is a result of the electronic evolution that served people in so many different ways, it was the cause for several legal issues because of itsmisuse by users and web surfers. Many blogs carry an illegitimate content that can be regarded as harmful to others. Some of these contents form a breach to the inviolability of individuals' private life and their right of repute, honour, and deferenc Other contents violate the intellectual property right. In an attempt to establish a framework for the legal system of the responsibility of electronic blogs, I studied, in the first chapter, the responsibility of the blogger as an author, information supplier or a web hosting service provider. Then I examined the applicability of the terms author, information supplier or a web hosting service provider on the blogger and therefore the possibility of applying the responsibility system of each on the blogger. In the second chapter I approached the provisions of the blogger's responsibility where I discussed the responsibility litigation, its penalty and means of disclaimer. This study came up with some results from which we summarize the most important points as follows: - The legislations and laws didn't consider the responsibility of the blogger and there is no judiciary based on the competence of each court specialized in settling the disputes that result from publishing illegitimate contents on the internet. - The blogger can be penalized for the illegitimate content he publishes as an author or information supplier and he can be penalized for the comments the internet user makes as a web hosting service provider. - The provisions of the blogger responsibility are subject to the general rules of the civil law.
