The study aimed to learn about the role of strategic planning and outlook in supporting the decision-making of the state institutions of the Sultanate of Oman. The identification consisted of two independent strategic planning variables (strategic analysis, strategic planning effectiveness, structured approach, and stakeholder engagement) and forward-looking (predicting the future and exploring alternatives, strategic flexibility, and variability, exploring challenges, and managing risks). The sample size was 369 staff members from various administrative divisions. Four decision makers were also interviewed. The study followed the analytical descriptive research curriculum by examining the comparison of relationships and the study of causal relationships. The most notable findings were that most of Oman's management leaders are aware of the close relationship between planning and strategic analysis and supporting decision-making by government institutions. Most managerial leaders involved also adopt a structured approach to supporting decision-making in government institutions. They are also convinced of the importance of linking predicting the future, exploring alternatives and the effectiveness of strategic planning with supporting decision-making in Oman's state institutions. The most important recommendations of the study were that the start of the strategic planning processes of each institution from the top of the administrative pyramid should be clearly initiated with a comprehensive vision, after which the bases in the rest of the sections would be relegated to and involved in the introduction of objective views that might enhance the success of that comprehensive vision. It is also important to make the right start by paying attention to the Decision Support Unit, which should be accompanied by the concept of looking ahead and strengthening the database of the National Statistical Centre to do a full course, while taking advantage of the digital transformation revolution and artificial intelligence. The need to create a unit in all institutions to study all forms of challenges and risks, drawing on international experiences in strategic planning and looking ahead in support of decision-making, and attaching importance to cooperation and complementarity between senior leaders in the Sultanate of Oman, academic institutions, and research centers.
