The study aimed to identify the role of the educational planning in the Ministry of Education in Oman on fulfilling the requirements for knowledge society. To achieve the study objectives, the descriptive method was utilized through content analysis, where the researcher designed a form to be used in analyzing the content of the five-year plans for the ministry of Education in Oman. This form consisted of four domains represents the requirements of the knowledge community, which is spread education and make it available to everyone, human resource development, community partnership and it included 22 statements. The study depended on the notion as units for the analysis, and the requirements of the knowledge society as in the list of content analysis is categories of the analysis. To establish the validity of the instrument, the form was presented to sixteen jury of referees and the reliability of the tool was examined by another analyst. The consistency coefficient was 80%. To analyze the data, descriptive statistics were used, mainly frequencies and percentage. The sample of the study consisted of the sixth, seventh and eighth five-year plans in the Ministry of Education in Oman. The most important finding of the study were:
1- The educational planning mainly focused on achieving the requirement of offering education for all people. This was obvious as it obtained the highest score among the other requirements for knowledge society in all five-year plans. The frequency of this requirement was 42, obtaining 47 % compared with the frequency of the other requirements of the community of knowledge.
2- The educational planning continues to focus on developing technology in education and
human resources. This was clear through the convergence in the total frequencies for both requirements in the three five-year plans where technology in education requirement gained 18 frequencies and developing the human resources requirement
obtained 17 frequencies.
3- The community partnership was the least in the content of the five-year plans which obtained
the least frequencies, obtaining 13 frequencies with 14.5 %. In view of the study findings and literature review, the researcher suggested some recommendations which can contribute in activating the role of the educational planning in the Ministry of Education in Oman and achieving the requirements for knowledge society.
