The study aimed to investigate the reality of the organizational culture in the Public Department for Private Schools in the Ministry of Education in Sultanate of Oman in light of the application of the Total Quality standards, and then put a suggested a frame work visualization to develop the current organizing culture. And to achieve the study aims, the educational purposes related to the intellectual bases of the organizational culture and Total Quality Standards have been analyzed and a questionnaire was developed that included (55) items divided into six areas (values and beliefs, elations, continuous development, communication, and professional development ). It has been made sure of because the factors of stability of the tool was (0.97) and it has been applied on a sample made of (146) of the employees from the Public Department for Private Schools in Ministry of Education and its branches in the educational regions And of the most important results the study concluded:
• Three areas got a high level and they are, in order (humanitarian relations, communication and values and belief(
• Two areas got a level, and they are (continuous refinement and development and professional development). About the effect of the variables of the questionnaire, the study concluded the followings: - There are no differences that have statistical significance in the level (0.05( between the estimations of the members of the study a sample related to the type valuable. - There is no differences gender variable in the level (0.05) between the estimations of the members of the study a sample related to the experience variable. The study concluded to put a suggested vision to develop the present organizing culture under the application of the Total Quality Standards based on the results the study concluded, relying on the theoretical purpose. In the light the analysis of the study purposes and the results of the field study, the study presented a number of recommendations, the most important of which were: Activating the role of the organizational culture in enhancing the performance of the public department for private schools by the interaction of the employees with each other, by using the family care manner for the professional upbringing and displaying the organizing cultures that help on doing the work and the performance quality. It also recommended focusing more on the most and existing positive organizational culture values, and applying it in changing and converting to the total quality standards. In addition to work on treating the spreading negative organizing culture values. It also recommended the activate of a clear organizational culture based on studied standards in hiring new employees
