Legislation has a great role in the political, economic, social and cultural reform. It is therefore important to understand the concept of legislation, the authority specialized in legislation, whether authority is lute or restricted, and if it is restricted, it is important to know the restrictions which control the legislative authority in its work.
The study was divided into four chapters, with the preliminary chapter dealing with the quality of legislation. The first, second and third chapters deal with restrictions of legislation taken from the state basic regime, common practices of the law and the basic values of the society, respectively.
Through my study, I reached some conclusions which helped me give some recommendations. It is very likely that the legislation reform will go ahead following adoption of these recommendations. This will lead to political, economic, social and cultural reform. It will also help practicing the legislation powers properly which will lead to coming up with valid legal laws. The legislative authority will also emphasize on the separation among the state common authorities
