This study discusses legal obligations of postal services companies in the Sultanate of Oman in three chapters. The introductory chapter deals with the origination of the postal sector focusing on the importance of liberalize the postal sector in the Sultanate, its factors and implications. As for the second section, the researcher elucidates the organizational development of the postal sector by stating the organizational developments before and after the establishment of the Ministry of Transport and Communications. Finally, the third section examine the legislative organization of the postal sector focusing on the Universal Postal Union agreement and postal services regulation law and its executive regulations. The first chapter focused on the organizational framework of the postal sector in three sections. The first section discusses the specializations of the Ministry of Technology and Communications and the second section discuss the specializations Telecommunications Regulatory Authority starting from the organization of the postal sector and monitoring the implementation of the Postal Services Regulations, up to the third section which discusses the licensing of postal companies. As for the second chapter, the researcher has clarified the legal obligations of postal companies towards the Authority in the first section and towards other licensed postal companies in the second section and finally towards the customers to provide licensed postal services and compensation for postal items.
