The present study aimed to reveal leading role obstacles of Basic Schools' administrators in The Sultanate of Oman and to determine whether there are significant differences in the leading role obstacles due to educational qualification, educational region and the number of experience years in leading role.
In order to achieve the aims of the study, educational literature was analyzed. Two questionnaires were developed. Each one consisted of (51) items, The items were divided into three domains: personal obstacles, organizational obstacles and social obstacles. Three openended questions beneath each domain were included. Finally a short interview was arranged and it contained (6) open-ended questions directed to administrative supervisors.
The study sample consisted of (150) Principals, (150) deputies and (29) administrative supervisors, from six educational regions in Sultanate of Oman: Muscat, Al-Batina North, Dakhielia, Al-Sharqia South, Al-Dhahera South and Dhofar. The data were statistically treated using frequencies, averages, standard deviations, relative importance (rank), T-test, One way analysis of variance and LSD test. The most important findings of this study are:
1- The three domains of the leading role obstacles had gained medium rate by both of the study sample group (principals and deputies). However, the two groups differed in their raking of the importance of each domain. The principals' viewpoint were: 1-social obstacles 2-oraganizational obstacles 3-personal obstacles, while the deputies' viewpoints were: 1-social obstacles 2-personal obstacles 3-organizational obstacles.
2- There are significant differences at the level of (0.05=a) among principals attributed to the experience level. While, there are no significant differences at the level of (a =0.05) among the deputies about leading role obstacles due to experience level.
3- There are no significant differences at the level of (a =0.05) among both groups- the
principals and deputies due to educational qualifications and educational regions.
On the light of the study results, a number of procedures were suggested to overcome the obstacles. These procedures have also been classified according to the study domains.
