The current study aimed to identify the causes of resistance to the the developmental programs by basic education schools' principals and their assistants initiated in cycle 2 schools in Oman. To achieve the objectives of the study the
descriptive approach is used through the analysis of educational literature that is related to the causes of resistance to programs in the educational development of the study. In addition a questionnaire has also been developed. It consi (39) statements included four domains: communication between the members of the development, organizational readiness for the implementation of developmental programs in the school's environment, the schools' principals' attitudes toward importance of development and the effects of the application of the development programs. This study sample included 677 schools' principals. This current study has been applied in seven educational governorates, (the governorate of Muscat, AI Batina North, Al Batina South, Al Sharqia North, Al Sharqia South, Al Dakhilia and Al Dahera) The study revised the following findings:
Generally the schools' principals and their assistants in the Sultanate of Oman are extremely resisting the educational development programs, as a
result of poor communication between people who are involved in the development and the weakness of organizational readiness, while they are resisting them moderately due to their opinions of the importance of educational development and the effects of the application of developmental programs.
There is no statistically significant differences at the level (a = 0.05) in all axes of the study due to the variable of the gender, There are no statistically significant differences in all domains of the study due to the variable of experience in school administration except the domain of "communication between the members of the development", There are no differences for the total domains of the study attributed to the school's district except the schools' principles' attitudes of the importance of the study.
There are no statistically differences at the level of (0,05=a) except the domain of schools' principles' attitudes of the importance of the study.
The current study suggests the following: -Create confidence between those who are responsible for development and basic schools' principles and their assistance in Sultanate of Oman. The necessity of applying educational strategy for any development project that is suggested by the ministry to clarify its goals. Involve schools' principles while planning and preparing any development program.
