The present study aimed at exploring the applicability of the Management-by- Objectives model in the technical colleges in Sultanate of Oman. It also aimed at the identification of the obstacles that, from the point of view of administrators, and academic working in these colleges, hinder its implementation, and to determine if there were any differences of statistic significance among respondents according to sex, nationality, occupation, qualification and experience. In order to achieve these objectives the literature related to technical education and Management by- Objectives was analyzed and a 61 item questionnaire was developed after its validity and reliability were tested. The items of the questionnaire were classified into five clusters representing the steps of the implementation of Management- by- Objectives model in the technical colleges in sultanate of Oman, these axis were: objectives, work plan, administrative organization, control and follow up, and performance evaluation. The interview method is also used to identify the obstacles that preclude the implementation of the model of Management- by- Objectives in the technical colleges in sultanate of Oman. The study sample was composed of (102) administrators and (133) academics working in the five technical colleges in Sultanate of Oman. The data were statistically treated by using frequencies, means, standard deviations, rank, T- test and (ANOVA). · The field study results were: 1- The participants reported high to model ate levels of perceived applicability of the MBO models in the technical colleges in the sultanate of Oman. The steps related to objectives, work plan, control and follow up and administrative organization scored the highest frequencies, where as the step related to performance evaluation was perceived as moderately applicable. 2- With regard to the effect of the variables, the study revealed no differences of statistic significance that can be attributed to the sex, nationality,occupation,qualification and experience. 3- With regard to the obstacles that hinder the implementation of the model of Management by Objectives in the model Sultanate of Oman the interview results showed that all the obstacles were related to the following clusters: the objectives (the objectives of the college and the departments), the work plan at the college. The administrative organization, control and follow up, and the evaluation of the staff performance, these obstacles hinder implementing the Management by Objectives model in the technical colleges.
In the light of the literature review, and the result of the field study the study presented a number of suggestions were offered the objectives of the technical education and the colleges are to be identified and determined officially to the staff through issuing the organizing regulation of the technical colleges, and the participation of the higher authorities in the Ministry of Manpower along with the staff, and the concerned persons in the technical colleges in formulating and determining the objectives of the technical education and the colleges. Attention must be given to conduct another study on the applicability of the model of Management by Objectives in other .educational institutions in the Sultanate. Introducing other variables in further study is also recommended
