The advancement in mobile technology has brought brilliant additions to education by introducing a new type of learning called mobile learning. Mobile learning is about using mobile technology to access digital information while moving from one place to another. It goes beyond the traditional learning as it offers new approaches, accessibilities and flexibilities of interaction between instructors and learners.Due to the development of mobile technology, it has become pivotal for instructors and instructional designers to take advantage of such developments for an effective learning process. Moreover, it is time for mobile application developers to support the educational institutions by developing mobile applications that can best meet their pedagogical requirements since it has become one of the most used platforms for flexible learning. However, these target groups (instructors, instructional designers, mobile application developers, and learners) face many obstacles in determining the requirements for mobile learning course design and sharing this knowledge with each other, especially those in connection with learning outcomes and assessments. While the identification of learning outcomes and assessment for a traditional learning environment has been studied extensively with breadth and depth of standards and taxonomies to support this activity, challenges are still there faced by educational community. In order to do the same thing for mobile learning environment there are no set of standards or shared understanding for the development of mobile learning course learning outcome and assessment.Therefore, the objective of this thesis is to standardize the concepts in mobile learning course designed by focusing specifically on learning objectives and assessments. The main contribution of this thesis is ontology based learning objectives and assessments domain knowledge for mobile learning domain, based on the available taxonomies and models of learning outcomes and assessment. The thesis followed Methontology method and protégé tool for the development of this domain knowledge. Finally, the ontology was verified which proved that it was reasoned and worked as intended.
