English abstract
The study aimed to identify the impact of human resources management practices and the creative climate on the innovative performance of employees of government institutions in Oman. These five practices were (planning, training and development, performance evaluation, compensation and incentives, staff participation). The descriptive analytical approach was used in the study, and the study community was represented in all 4,346 employees in the Ministry of Agricultural, Fishery and Water Resources of Oman, and the easy sample method was used by distributing the questionnaire to the surveyors in these institutions and the data were collected from a sample of 356 employees. SPSS was also used to analyze data and test hypotheses. The study found a number of results, the most important of which was a positive and morally significant impact of human resources practices and a creative climate on the innovative performance of workers. The overall application of human resources management practices was at an average level, with human resources planning ranked first, followed by the rest of the practices and in order (training and development, performance evaluation, participation in decision-making, compensation and incentives). The level of creative climate has also come at an average level, while the level of innovative performance has been high . The results also indicated statistically significant differences in the level of human resources management in government institutions in Oman due to functional experience and gender, while the study showed that there were no statistical differences in human resources management practices in government institutions in Oman due to age. In light of the findings of the current study, the study recommended that the Ministry continuously train and develop staff and provide a creative climate in line with business requirements. هدفت الدراسة إلى تحديد تأثير ممارسات إدارة الموارد البشرية والمناخ الإبداعي على الأداء الابتكاري لموظفي المؤسسات الحكومية في عمان. شملت هذه الممارسات الخمس (التخطيط، التدريب والتطوير، تقييم الأداء، التعويضات والحوافز، ومشاركة الموظفين).

استخدم المنهج الوصفي التحليلي في الدراسة، وتمثلت مجتمع الدراسة في جميع الموظفين البالغ عددهم 4,346 موظفًا في وزارة الزراعة والثروة السمكية وموارد المياه في عمان. تم استخدام طريقة العينة الميسرة من خلال توزيع الاستبيان على المشاركين في هذه المؤسسات، وتم جمع البيانات من عينة مكونة من 356 موظفًا. كما تم استخدام برنامج SPSS لتحليل البيانات واختبار الفرضيات.
