This study aims at uncovering and analyzing the attitudes of the cultural elite towards journalism regulations in The Sultanate of Oman, using the Survey Method. The study sample consisted of 143 members of the cultural elite, who are affiliated with either one of the following civil cultural associations: The Omani Society of Writers and Literates, the Omani Journalists Association and the Oman Film Society. The study concluded that there is a relationship between the cultural elite (the study sample) and journalism and journalism regulations, in terms of their practices related to publishing, including writing and media work, in addition to the continuous publication of articles and variety of topics in the press. The results confirmed that most subjects tend to have positive attitudes towards the roles of journalism regulations in the success of journalistic practices. The results pointed out the negative effects of the existing laws (including the Press and Publications Law 1984) on the absence of a free and pluralistic journalistic scene. The most negative effect was the negative impact of the control related to current laws on journalism practice, such as the continued use of press licenses and penalizing the journalists. The results reflected the subjects' agreement to carry on journalism regulations according to the laws, and the right of the government to determine issues prohibited from the press. The results also supported the self-regulation of the journalistic practice, and its positive impact on the practice. Sample's opinions tended to point out that there is a difficulty to implement self-regulation on the journalistic practice due to government intervention.
