Data ethics, essential in the data landscape, guides moral principles in data use. Unlike data governance, which sets organizational policies, and data law, which establishes legal boundaries, data ethics ensures responsible data stewardship, addressing broader societal implications and complementing legal frameworks. Together, they form a crucial triad for navigating the ethical challenges of the data-driven era. In order to discover the gaps in ethical data issues, a data-driven system that encompasses several dimensions and utilizes sophisticated technical tools has been chosen. Specifically, the National Health Insurance System has been picked for this purpose. This study aimed to build a data ethics framework for the national health insurance system in Oman, by exploring other national and international frameworks best practices and figure similar and dissimilar components and principles of national data ethics frameworks. A qualitative approach based on an interview was conducted to collect data from 10 participants from different entities. The results show that the proposed principles; accountability, transparency, Fairness, Accuracy, Privacy, Identifying Purpose, Consent, Data Boundaries and Safeguards are important to include it in the Framework. However, there is a different difficulties rate in implementing these principles from the participant perspectives. Moreover, this framework will be as a baseline and guidelines for the National health insurance system to start with and follow to deal with the Data in ethical and good behaviors. This study comes up with some theoretical contributions as along as practical contributions that would help other researchers to expand more studies in relation to this topic.
