The study aimed to determine the degree of effectiveness of the learning resource centers in the governmental schools of basic education in the province of Shamal Sharkia of the Sultanate of Oman. To achieve this a questionnaire was conducted about of effectiveness learning resource centers which confirmed sincerity and persistence. The study case consisted of all basic education schools The study aimed to determine the degree of effectiveness of the learning resource centers in the governmental schools of basic education in the province of Shamal Sharkia of the Sultanate of Oman. The study case consisted of all basic education schools in Shamal Sharkia. The study was conducted by a number of (361) persons consisting of (296) first teacher, and (65) Specialist of (LRC). The study has been applied during the first semester of the academic year (2013/2014) and a study case of (246) making 68.14 % of the whole study population, was randomly selected. To answer the questions of the study, arithmetic averages, standard deviations and t-test statistical have been extracted. After data analysis, it was concluded that: The degree of effectiveness of the LRC in basic education schools for the axes of the tool axes, as well as in the total were largely very effective. In fact, axes of operations has received higher arithmetic averages then came the axis of the output and then the axis of the input which leads us to say that in general there is a great degree of effectiveness of the learning resources centers. - The presence of statistically significant differences at the level of a ≤ 0.05)) in the effectiveness of learning resource centers in basic education schools in the province of Shamal Sharkia for the variable type in all the variables studied in favor of females. 82 The presence of statistically significant differences at the level of(a≤ 0.05) in the effectiveness of learning resource centers for the variable of job title in all axes. For instance, concerning the axis of the input differences were in favor of the first teacher while the direction of the differences in the pivotal processes and outputs were for the benefit of specialist of the (LRC). The study found several results, among which the current area of learning resource centers is inadequate then a new building adequate for learning resource centers and fits the numbers of students and teachers at the school should be designed. Also centers should be supplied with a set of references, magazines and electronic books that serve the needs of teachers and students, and provide the appropriate material for the learning resource centers to be able to motivate students and teachers to participate in activities and competitions and events it offers. Moreover, it is concluded that it is important to provide the research needs for teachers who continue their higher studies through the subscription of the Ministry in some international websites that provide services for researchers and educators, and hold agreements of cooperation between the Learning Resources Center and Local Universities which provide the scientific research utilities. in Shamal Sharkia. هدفت الدراسة إلى تحديد درجة فاعلية مراكز مصادر التعلم في مدارس التعليم الأساسي الحكومية في محافظة شمال الشرقية في سلطنة عمان. والحقيق هذا الهدف تم تطوير استبانة فاعلية مراكز مصادر التعلم أداة) الدراسة وتم التأكد من صدقها وثباتها. تكون مجتمع الدراسة من جميع مدارس التعليم الاساسي بمحافظة شمال الشرقية حيث شمل مجتمع الدراسة عدد ( 361 ) منهم (296) معلم أول، وعدد (65) اخصائي مركز مصادر التعلم، وقد تم تطبيق الدراسة في الفصل الدراسي الأول من العام الدراسي ( 2013 / 2014م) . هذا وقد تم اختيار عينة عشوائية من مجتمع الدراسة حيث تكونت العينة من (246 ) من مجتمع الدراسة، وقد شكلت العينة ما نسبته (68.14) من مجتمع الدراسة وللإجابة عن أسئلة الدراسة فقد تم استخراج المتوسطات الحسابية والانحرافات المعيارية واختبار (ت) الاحصائي وبعد تحليل البيانات تم التوصل إلى النتائج الآتية:
أن درجة فاعلية مراكز مصادر التعلم في مدارس التعليم الأساسي بالنسبة لمحاور الأداة وكذلك في المجموع الكلي كانت بدرجة فاعلية كبيرة، فقد نال محور العمليات أعلى المتوسطات الحسابية ثم جاء بعد ذلك محور المخرجات ثم محور المدخلات ويمكن القول عموما أن هنالك درجة فاعلية كبيرة لمراكز مصادر التعلم.
وجود فروق ذات دلالة إحصائية عند مستوى الدلالة (0.05< a ) في فاعلية مراكز مصادر التعلم في مدارس التعليم الأساسي في محافظة شمال الشرقية بالنسبة لمتغير النوع في جميع محاور أداة الدراسة لصالح الإناث.
وجود فروق ذات دلالة إحصائية عند مستوى الدلالة (0.05< a ) في فاعلية مراكز مصادر التعلم بالنسبة لمتغير المسمى الوظيفي في جميع محاور أداة الدراسة فالبنسبة المحور المدخلات كانت الفروق لصالح المعلم الأول بينما كان اتجاه الفروق في محوري العمليات والمخرجات لصالح أخصائي مراكز مصادر التعلم.
وقد توصلت الدراسة لعدة نتائج ومنها أن المساحة الحالية لمراكز مصادر التعلم غير كافية حيث ينبغي تصميم مساحة بناء كافية لمراكز مصادر التعلم تتوافق مع حجم أعداد الطلاب والمعلمين في المدرسة والعمل على تزويد المراكز بمجموعة المراجع والدوريات والكتب الالكترونية التي تخدم احتياجات المعلمين والطلاب ، وتقديم الدعم المادي المناسب لمراكز مصادر التعلم حتى تتمكن من تحفيز الطلاب والمعلمين للمشاركة في الأنشطة والمسابقات والفعاليات التي تقدمها، والعمل على توفير الاحتياجات البحثية للمعلمين الذين يواصلون دراساتهم العليا عن خلال اشتراك الوزارة في بعض المواقع العالمية التي تقدم خدماتها للباحثين التربويين وأن تعقد اتفاق يتم بموجبه التعاون بين مراكز مصادر التعلم والجامعات المحلية التي تتوافر فيها خدمات البحث العلمي.
