With the rise in popularity of business intelligence systems (BIS), many organizations have realized the importance of these systems in their decision-making processes. However, there is a lack of a BIS implementation framework in local governments. Hence, this study seeks to address the gap noticed in various literature by developing a BIS framework that will influence the adoption of BI in government in Oman. Thus, this study aims to explore the available BIS implementation framework in the literature review. The study also identifies the major implementation components for the BIS. Moreover, the study investigates key public organizations in Oman which have implemented or are likely to implement a BIS. In order to achieve the research aim, a qualitative research approach was followed using the semi-structured interview method. Twelve managers and professionals have been selected from different public sectors in Oman. The main findings revealed from this study is a proposed framework for BIS implementation in the public sector. The framework is generally composed of six components which are; data source, Extract Transform and Load (ETL), data warehouse, analytics, optimization, and presentation/visualization. The proposed framework shares the basic architecture of the BIS framework but adds an important optimization layer/component which should be of benefit to the public sector in particular. This research provides two main theoretical contributions to the research area. First, it is the first research that discusses the BIS implementation framework in public sector organizations in Oman. Second, this study added a new component to the BIS implementation framework which has not been highlighted in previous studies. In addition, there are three main practical contributions provided by this study. Firstly, it can be used by researchers, practitioners, and business leaders to improve their technology adoption decision-making process in such an uncertain environment. Secondly, adopters can increase their understanding of extracting maximum benefits from BIS solutions whereas non-adopters can understand the most critical components of implementation. Thirdly, the proposed framework provides a confirmed map for future BIS implementation projects in the public organizations in Oman.
