English abstract
The study aimed at setting a proposal for the application of electronic management in the Ministry of Higher Education based on the view points of the ministry's' staff. The study sample included all the employees of the Ministry of Higher Education whose total number was (1166). A questioner of (55) statements covering (6) major sections was used in this study. Validity of the instrument used was confirmed by being checked by (27) experienced specialists. Reliability of the instrument was tested by Cronbach's Alpha. Giving a value of (0.92). Date analysis involved computing means, standard deviation, t-test, Scheffe test and ANOVA. The following are the most important findings of this study: Estimation of the members of the sample for the section of the advantages of applying an electronic management ranged between very high and high. 2- Estimation of the members of the sample for the section of the field of application of the electronic management ranged between very high and high. 3- Estimation of the members of the sample for the section of the requirements of applying an electronic management ranged between high and medium. 4- Estimation of the members of the sample for the section of the obstacles handling the application of an electronic management ranged from high and medium. 5- Estimation of the members of the sample for the section of the suggestion of applying an electronic management ranged between very high and high. 6- Regarding to the effect of the study variables, the study concluded the following: a-Differences with statistical significance were found at the level (a= 0.05) among the means of the sample estimation. The differences are due to the "Job Title" variable in favor of the directories, experts, head of department and academic staff. on the section of "Advantages", "Requirements " ,Obstacles" and "Suggestions" no statically significant discrepancies were found. b-No statistically significant differences were found at the level (a= 0.05) among the means of the population estimation in all sections which may be due to the gender variable. C-Differences with statistical significance were found at the level (a= 0.05) among the means of the population estimation. The differences are due to the "Education Qualification" variable of the higher education section. On the section of "Advantages", "Requirements", Obstacles" and "Suggestions" no statically significant discrepancies were found. d-Difference with statistical significance were found at the level (a = 0.05) among the means of the population estimates. The differences are due to the experience variable on the section of "Interest", " the fields" and " the proposal" for the benefits of long term experience, whereas no statistical differences caused by the experience variable on the level of "demands" and " Obstacles".
