English abstract
This study aims to assess the importance of applying TQM as an essential step in improving the administrative system at the Muscat Higher College of Technology (MHCT). It seeks to specify the most important administrative problems encountered by staff which hinders the smooth execution of work-related duties. It also proposes methods for improving MHCT's administrative system with particular reference to TQM. In order to realize the research objectives, data relevant to technological education, as represented by the MHCT as well as TQM, was analyzed. This data was collected by means of a questionnaire containing 87 items which were tested for validity and reliability. The questionnaire has 6 marts: Objectives, Academic Administration, Management Organization, Organizational Culture, Information Technology, and Human Resource Management. The questionnaire was completed by 155 academic and 56 administrative staff of MCHT. The data was analyzed using (SPSS) software and averages and standard deviations to answer questions 1 and 3. T-Test was used to answer question 2 so as to determine if there are differences attributed to changes in job title among the academic and administrative staff. The field study resulted were: Despite the fact that the mission and goals of the college are stated in the Technical Colleges Bylaws, there seems to be lack of interest by staff in understanding its content and deal with them in a way that serves the college's working requirements. 2- There is insufficient academic service support to the teaching - learning situation. There is a need to devise and implement a scientific research plan which could contribute to the success of the working situation. 4- The organization structure has to be explained to college staff and, subsequently facilitated. 5- There is a need to help staff understand Organizational Culture skills. 6- Policies and standards for attracting and developing human resources are not well understood. 7- There is a need for IT software, a statistical database and software to facilitate administrative procedures that support academic and administration areas. 8- The variables of the study - it was evident from the results that there were no significant differences between the average indicated in the items of organization management, organization culture, and human resource management. 9. However, such contrasts do exist in the areas of objectives, academic administration and information technology. These are attributed to the differences between academic and administrative staff. In the light of a review of the literature on TQM in educational contexts and the findings of the research project, the researcher recommends that further studies on this topic and other relevant issues of concern to the college be conducted. These should focus on a number of areas of interest to the college as well as comparing the effectiveness of the management systems at MHCT with that of other colleges in Oman and overseas.
