English abstract
This study aimed to identify the requirements for implementing the principles of egovernance in government schools in the Sultanate of Oman, from the perspectives of
experts in the fields of e-transparency, e-accountability, e-participation, and e-independence.
The study also aimed to determine the degree of importance of the requirements for
e-governance principles in government schools in the Sultanate of Oman, according to the
experts in the aforementioned fields.
To achieve the objectives of this study, interviews were conducted with a group of
experts to determine the requirements for implementing e-governance in government
schools in the Sultanate of Oman. Then, a questionnaire consisting of four dimensions
representing the areas of implementing e-governance principles (e-transparency, eaccountability, e-participation, and e-independence) was developed. The study used the
Delphi method in two rounds, in addition to the pilot round. The questionnaire was
administered to a group of 28 experts including academics from government and private
universities in the Sultanate of Oman, as well as specialists in governance and those
interested in this field, and practitioners in this role from within and outside the Sultanate.
The study results have identified a set of requirements for implementing the principles of egovernance in the areas of electronic transparency, electronic accountability, electronic
participation, and electronic independence. The most important findings obtained from the
study, in terms of the degree of importance for each dimension from the expert’' perspective,
are as follows: the dimension of requirements for implementing the e-participation principle
ranked first, followed by the dimension of requirements for implementing the eindependence principle. Then, the requirements for implementing the e-accountability
principle ranked third, and the requirements for implementing the e-transparency principle
ranked fourth and last. The results of the second round indicated that there were no
statistically significant differences in the application of the tool between the first and second
rounds in all dimensions, except for the dimension of requirements for implementing the etransparency principle.
Based on the study's outcomes, specific prerequisites for implementing electronic
governance principles in government schools in the Sultanate of Oman have been delineated.
The study put forth a number of recommendations, notably including the adoption of the
identified electronic governance requisites, incorporating them as a practical approach
within the educational realm. Furthermore, the study advised the enhancement of the
educational portal under the Ministry of Education, achieved by broadening and amplifying
the digital authorizations granted to government schools. This expansion aims to facilitate
the seamless application of electronic governance, while also emphasizing the essential
development of the foundational infrastructure of government schools to underpin its
implementation.
