English abstract
The administrative field has witnessed a great change in the concept of public administration, and work is directed towards the method of providing services, the center of which is based on the application of the principles of quality and excellence, and in which it relies to a large extent on modern technologies of communication and information technology, especially since modern administrative logic assumes that the survival of organizations is not yet limited to Achieving performance only, but the extent of its ability to achieve excellence at the level of that performance, and more than that, applying it and maintaining its sustainability. From here, contemporary organizations are forced to adopt modern administrative patterns and methods that enable them to adapt to these new data, as electronic management emerges as an effective approach and integrated to achieve this. Therefore, this study sheds light on the role that electronic management plays as a basic determinant in achieving excellence in the performance of public administrative organizations by identifying quantitative indicators by which influence levels are determined and measured, including the level of their success in reaching their goal.
