Resources of Oman, and the easy sample method was used by distributing the questionnaire

morally significant impact of human resources practices and a creative climate on the
innovative performance of workers. The overall application of human resources management
practices was at an average level, with human resources planning ranked first, followed by
the rest of the practices and in order (training and development, performance evaluation,
participation in decision-making, compensation and incentives). The level of creative climate
has also come at an average level, while the level of innovative performance has been high .
The results also indicated statistically significant differences in the level of human
resources management in government institutions in Oman due to functional experience and
gender, while the study showed that there were no statistical differences in human resources
management practices in government institutions in Oman due to age.
In light of the findings of the current study, the study recommended that the
Ministry continuously train and develop staff and provide a creative climate in line with
business requirements.
