English abstract
The study aimed to know the impact of empowerment on the rehabilitation
of the human element in institutions of higher education in the Sultanate of Oman. In
order to achieve the goal of the study, the researcher distributed an electronic
questionnaire to a random sample of the study population, which included two axes,
the independent variable (administrative empowerment) and its dimensions (training,
motivation, work teams, effective communication, trust) and the dependent variable
(rehabilitation of the human element) and its dimensions ( The importance of
knowledge, knowledge management) The study followed the descriptive analytical
approach, and the study sample consisted of employees of higher education institutions
(Sultan Qaboos University, University of Technology and Applied Sciences Nizwa,
Ash Sharqiyah University, University of Nizwa) and their number was (300) male and
female employees; The results of the study concluded that the level of administrative
empowerment to qualify the human element in higher education institutions in the
Sultanate of Oman was generally high, as well as high in the axes of work teams,
motivation, communication, the importance of knowledge, and knowledge
management; It also showed the existence of a statistically significant relationship at
the level of significance (0.01) between administrative empowerment and the

qualification of the human element in higher education institutions in the Sultanate of
Oman, and that the correlation coefficient between the axes of administrative
empowerment and rehabilitation of the human element was positive and directly
related. The study came out with the most important recommendations; Attention to
the empowerment of human resources in various higher education institutions, with the
application of all dimensions of empowerment, and the treatment of shortcomings, with
the need for annual plans to implement the administrative empowerment mechanism,
and to set standards by which these aspects are measured. And interest in rehabilitating
the human element in terms of providing centers and sources of knowledge in
institutions and equipping them with the latest technological aspects to search for
knowledge.
