English abstract
This study aimed to identify the impact of applying the principles of total
quality management on the administrative performance of employees, an
analytical study on the Ministry of Culture, Sports, and Youth, and to achieve the
objective of the study, the analytical descriptive approach was used. The
paragraphs of the five axes consisted of thirty-five paragraphs, where the internal
consistency reached, after confirming its validity and stability, and after
conducting it on an exploratory sample consisting of 18 male and female
employees to extract the Al Fakronbach stability coefficient, so it was with a high
stability value, as the general constant of the tool reached (0.858). The study
population consisted of all employees in the Ministry of Culture, Sports and Youth,
who numbered (1054) male and female employees, and the researcher took a
random stratified sample of (250) male and female employees, then he analyzed
the data using the statistical package for social sciences (SPSS) program in order
to reach a the aims and objectives of this study .
After analyzing the data, the study reached a set of results, the most
prominent of which was the presence of an impact on the application of total
quality management in its four dimensions (continuous improvement, training
obstruct (Continuous improvement, employee training, employee participation,
organizational climate) in the ministry under study, by establishing a department
that takes care of total quality and has direct contact with the minister’s office in
order to give it the power to implement its programs and plans in a better way.
It also recommends increasing research and complementing other
dimensions of the principles of total quality management by Deming, given that
this study did not cover all fourteen principles, so the field is open for future
studies .
The study also recommends the necessity of embodying these principles
on the ground and immersing them in the organizational culture of the Ministry as
the basis for success in applying them to employees for them to deal with them
as values and norms. It is necessary to root the culture of the principles of total
quality management among employees at their various job levels.
