English abstract
The Study aimed to identify the reality of the process of decision-making and issuance at the level of technical colleges in the Sultanate of Oman: the view of the administrative and academicians. It also aimed to identify the impact of variables of designation, educational region, academic qualification and years of experience 1. The study tool consisted of a questionnaire containg (61) items distributed over three domains that prepared for the purpose of this study The implementation included the areas where these five technical colleges exist, namely: Higher Technical College in Muscat, Technical College in Ibra, Al-Musana'a, Nizwa and Salalah. 2. The study sample consisted of (61) academicians and (59) administrative staff from both males and females In order to answer the study questions the arithmetic means and standard deviations, percentile range, T-test, Analysis of Variance (ANOVA) were all used The field study reached the following conclusion:
1. The estimations of the individuals of the study sample, at the three domains of the decision making process in the technical colleges in the Sultanate of Oman, ranged between high for items (1-22) in the dimension of procedures and practices, and low for the estimate of
items (23-26). 2. However, with regard to the domain of participation, the individuals in the sample received rating that ranged between high for items (1-9), and medium for the last item. 3. For the obstacles, however, the individuals in the sample received estimates that vary between high for the articles (1-9) and medium for the rest of the articles (10-25). 4. The impact of study variables, however, indicated that there is a significant statistical difference at (a<0.05) between the average estimates of the individuals of the study sample that are attributable to the change in the designation, at the procedures and practices dimension, 5. with regard to the average estimates of the individuals of the study sample also there were statistically significant differences at (a<0.05) level of the significance, for the change of designation of the dimension of the participation 6. There were not statistically significant differences among the average estimates of the individuals of the sample on the dimension of the procedures and practices. 7. There were statistically significant differences at(a<0.05) level among the averages of the individuals of the study sample that can be attributed to the variables of the region at the participation
dimension. 8. There were statistically significant differences at (a<0.05) level among the averages of the individuals of the study sample that can be attributed to the variables of the region at the participation dimension. 9. There was also statistically significant differences at (a<0.05) level among the averages of the individuals of the study sample that can be attributed to the variables of academic qualification in the participation dimension. 10. There were no statistically significant differences among the average estimates of the individuals of the study sample that are attributable to the variables of years of experience at the dimension of procedures and practices. 11. There were no statistically significant differences among the average estimates of the individuals of the study sample that are attributable to the variables of years of experience in the participation dimension. In the light of the literature review of the Decision Making Process at the Technical Colleges Level, the recommendations of this study are highlighted in recommendation section.
