English abstract
The study aimed at introducing a proposal to improve the institutional capacity of the General Directorate of human resources development in the Ministry of Education, recognize the theoretical foundations to improve the institutional capacity of the General Directorate of human resources development in the Ministry of Education and recognize the institutional capacity of the General Directorate of human resources development in the Ministry of Education in the light of Requirements Standard (ISO9001:2008). In addition to discover whether there are any statistically function differences at the function level of (a<0.05) in the estimations of the researchers, conducted on the reality of the institutional capacity of the General Directorate of human resources development in the Ministry of Education in Sultanate of Oman, in the light of Requirements Standard (ISO9001:2008) and this attributed to the following variables: gender, job title and years of experience. A 50-paragraph questionnaire has been prepared in order to achieve the objectives of this study. The questionnaire included five perspectives (the institutional capacity perspectives) which are: (strategic planning, leadership & governance, administrative organization, material and financial resources, institutional evaluation and quality control), such perspectives have been proved and verified. The study community consisted of all directors of human resources departments in the ministry and the affiliated departments in education areas, their deputies, department's heads and heads of training centers of the general directorate and their deputies in all governorates, They were 97 persons. After applying the study tool, 86 questionnaires have been recollected with the percentage of 88.7%. the questionnaires were analyzed by using the statistical analysis program SPSS to deduce the arithmetic averages, standard deviations and the paragraphs order based on the arithmetic averages descending order. Also (T) test was used to verify the differences significance attributed to gender and years of experience variations. One-way analysis of variance was used to verify the differences significance attributed to job title variation, On the basis of these results, the study concluded the following:
- The arithmetic averages of the institutional capacity reality of the general directorate of human resources development in the Ministry of Education in Sultanate of Oman in the light of Requirements Standard (ISO9001:2008) ranged between (3.46- 3.04) with standard deviation that ranged between (0.72-0.59), while the total arithmetic average of the tool was (3.17) with standard deviation of (0.59) and medium grade. The perspectives order of the institutional capacity reality of the general directorate of human resources development in the Ministry of Education in Sultanate of Oman in the light of Requirements Standard (ISO9001:2008) was: strategic planning, leadership & governance, administrative organization, material and financial resources, institutional evaluation and quality control. There were no statistically function differences at the function level of (a<0.05) for the sample response on the reality of institutional capacity of the under studying directorate that can be attributed to gender variation in all perspectives of the study. There were no statistically function differences at the function level of (a<0.05) for sample response on the reality of institutional capacity of the under studying directorate that can be attributed to years of experience variation in all perspectives of the study. There were some statistically function differences at the function level of (a<0.05) for sample response on the reality of institutional capacity under studying directorate attributed to job title variation in three perspectives leadership & governance, administrative organization, institutional evaluation and quality control, the differences were: leadership & governance, institutional evaluation and quality control for the favor of the job title "head of directorate/ head of training center" in the ministry. While in the perspective of administrative organization, the differences were for the favor of the job title "assistant head of directorate/ head of training center of governorates". Regarding of the study results, the researcher put the proposal to improve the reality of institutional capacity of the General Directorate of Human Resources development in the Ministry of Education in the light of requirements standard (ISO9001:2008).
