English abstract
The present study aimed to identify the actual of the planning practices of the planning employees at the Ministry of Education in The Sultanate of Oman and determine if there were any statistical significant differences among respondents according to the gender, job title, qualification, experience and in-service training. The final aim is to suggest some practical procedures in order to activate the employees' planning practices.
To achieve the study objectives, a questionnaire of 59 items that was classified into four domains was designed, These were: treatment of data and information, preparation of plan, preparation the budgeting of plan and follow up of plan.
The sample of the study comprised (63) individuals assuming the following positions: Director, Deputy Director, Section Head and technical member of planning departments from the Ministry and regions of Education in The Sultanate of Oman. In order to answer the questions of the study, the data gathered were statistically analyzed by applying the Means, standard deviations, rank, T-test and one way ANOVA.
The main findings of the filed study were as follows:
1. the rating of the participants of their planning practices on the four domains of the study was average. 2. There were no statistically significant differences among respondents in the four domains of the study that can be attributed to qualification, experience and in-service training. 3. There were statistically significant differences among respondents that can be attributed to the gender in favor of males in the field of preparation the budgeting of plan, while there were no statistically significant differences in the other domains. 4. There were statistically significant differences among respondents that can be attributed to the job title in favor of administrators in the field of preparation of plan, while there were no statistically significant differences in the other domains. In the light of the results of the filed study, the researcher provided a number of practical procedures, which were classified according to the four domains of the study, in order to activate the planning practices of the planning employees at the Ministry of Education in The Sultanate of Oman.
