English abstract
Since the promulgation of the Basic Statute of the State in 1996, it seemed conspicuous that the "Omani Shura council" did not have any role of legislative and regulatory role, but it had only a consultative role, But it was only a consultative role. However, the Royal Decree 99/2011 has represented a major shift for the Council. It has moved from being consultant body to be the legislative and regulatory. The interrogation authority came as the most important and most powerful regulatory means granted to the Shura Council, that has been stated in article (58) bis (43), so that the Shura Council has the responsibility of monitoring the executive authority works. This thesis will answer the following questions:
- How strong is the role of parliamentary oversight of interrogation means acts of executive power? Is there any evident of using it in Oman?
- How State legislative authority to the Executive branch through an Interrogation?
- What is the difference between questioning and other parliamentary oversight in terms of procedures and impact?
- What are the difficulties faced to the Shura Council exercise means questioning?
This thesis has responded to the above questions in two section in addition to introductory section than includes concept and the importance and scope of parliamentary oversight and means in different systems. Similarities chapter 1 gives explain questioning concept and the differences and similarities between it and other monitoring tools. However, it gives information about substantive conditions be met when submitting.
Finally, in Chapter II, includes procedural stages throughout the questioning request, the session discussed and determination which shall devolve upon them, right down to the issue of moving the political responsibility, and the comparison was made between the Sultanate of Oman, Egypt, Kuwait, Bahrain, the most important factors affecting the practice of interrogation, and the study concluded, inter the findings and recommendations.
