English abstract
The utilization of the holders of postgraduate degrees in the Ministry of Education, Sultanate of Oman in the light of the
organizational climate of the work environment. The purpose of this study was to identify the reality of the utilization of the holders of postgraduate degrees in the Ministry of Education, Sultanate of Oman in the light of the organizational climate of the work environment. The study also aimed to identify the difficulties that impede the utilization of this group and to examine the degree of the suitability of some suggestions that may contribute to better utilization of this group. Moreover, the study attempted to predict the impact of the variable of the difficulties on the level of utilization as well as to predict the impact of the variable of the dimensions of the organizational climate on the variable of the difficulties. The study used a questionnaire demonstrated among (219) holders of postgraduate degrees who work for the Ministry of Education in the Governance of Muscat. The sample was limited among holders of postgraduate degrees who were on a scholarship. Data were analyzed using the Statistical Package for the Social Science (SPSS). Different statistical measures were used including means, standard deviations, rank, correlation coefficient, and linear regression analysis. The main findings included the following: 1) The estimates of the study sample about the utilization of the holders of postgraduate degrees in the light of organizational climate ranged between high and medium according to the scale used by the researcher. The dimension of the "the nature of the job" ranked first and the dimension of the "incentives" ranked last. 2) The estimates of the study sample about the existence of the difficulties that may hinder the utilization of the holders of postgraduate degrees in the light of organizational climate ranged between very high and high according to the scale used by the researcher. 3) The difficulties that may hinder the utilization of the holders of postgraduate degrees in the light of organizational climate, inversely affect the utilization, so that whenever the difficulties decrease by (9.37) unit, the utilization increases by one unit. 4) Two of the dimensions of the organizational climate namely (administration style) and (incentives) inversely affect the difficulties that may hinder the utilization. So that the any enhancement in the administration style by (0.53) units, and any increase in the incentives by (0.48) unit, would decrease the difficulties that may hinder the utilization by one unit. 5) The estimates of the study sample about the degree of the suitability of some suggestions that may contribute to better utilization of this group were high. The study concluded with some recommendations designing a strategy that leads to a better utilization of the holders of postgraduate degrees in the Ministry of Education; creating different tools and styles for employee evaluation that take into consideration differences in employee skills resulting from their higher education; reconsidering the system of incentives for holders of postgraduate degrees and link to the performance evaluation.
