English abstract
The current study aims at identifying the obstacles which might be faced by the principals or headmasters of basic education schools in the implementation of laws and regulations specifically in Al-Dhahirah Governorate in the Sultanate of Oman.
The researcher uses the descriptive approach and a questionnaire to collect the data of the study. The study involves (60) headmasters of the selected schools as a sample of Al - Dhahirah Governorate.
This study reveals many important results. In general there is a significant finding that shows a large agreement among the participant of the study in terms of facing difficulties and challenges in regards to the main factors studied in Al-Dhahirah Governorate. However, looking at each axis, the degree of difficulties vary. For example, the main obstacles which were related to senior management, school staff and principals, parents and the community were very high. On another hand, the level of difficulties of Human resources and students were medium.
Furthermore the results of the research illustrates that there are no significant differences at the level of significance of the degree of obstacles which were faced by the school principals in the Sultanate of Oman depending on the scientific qualifications variables and years of experience, but gender variable The results revealed that there were no differences except for the main obstacles related to students and the obstacles related to parents and the community and were in favor of males.
Moreover, the researcher recommended a number of recommendations that can be summarized as follow:
Implementation of training courses and workshops for the school principals and their assistants and a number of senior teachers in order to make them aware of the laws and regulations issued by the ministry. They should receive training on how to implement these laws in their schools. Additionally, the study recommends that school principals should be involved in making decision and contribute along with other people setting laws and regulations and that they are given some authorities and autonomy to enables them to make decision and implement these laws, without referring directly to the higher departments. Finally, the study concludes that intensive training programs are offered for the teachers, especially new ones in order to increase their legal awareness through clarifying and explaining the educational and regulations laws, issuing Education law which allow the educational institutions make their own independent laws and regulations, which are separate from the Civil Service law.
