English abstract
The current study aims to develop the management of basic Education Schools in the light of planning approach in the Sultanate of Oman. To identify the availability of strategic planning of managers and teachers and to achieve the aims of this study, the researcher used the Descriptive Analytical Method. A questionnaire of 63 items was prepared and distributed among six areas. These are: formulating future vision, formulating letters, formulating strategic objectives, analyzing internal environment, analyzing external environment and monitoring and evaluation. The sample of the research was about 90 heads of schools as well as 954 teachers. The findings show that the availability of practicing strategic planning in the management of basic education schools in the sultanate of Oman is medium in the targeted area. Statistically, there are no significant differences due to variable of experience with regards to schools heads. However, regarding teachers, the results show that. There are significant difference due to their experience in favor of less experienced ones (0 - 5 years of experience). There are also significant differences among governorates in favor of Dakihiliya, Dahira and Sharqiya South for both heads' and teachers' statistics.
The study suggested several proposals particularly in the area of external analysis. Training courses are recommended to be conducted by Human Resources Development Department for purpose of training the participants to use the scientific methods of external environment analysis. Furthermore, there should be an experts in strategic planning, external environment analysis in each school. Strengthening the relationships between schools and the community in order to know and to be updated with the variables and the current events in the world and in the area of monitoring and evaluation is also recommend. Reducing heads and teachers administrative duties will have a great positive impact on enabling them to implement, follow up, and provide the appropriate effective feedback effectively for their plans. Spreading cultural awareness of the importance of strategic plans in all stages is also very crucial. Providing all types of supports as possible in order to achieve the proposed plans with no doubts will facilitate the whole process. Finally, there should be regular and continuous meetings between officials to discuss strategic plan difficulties and challenges.
