The purpose of this study was to identify the competencies required for secondary school teachers of Islamic Education in the Sultanate of Oman, and to measure the extent to which secondary school Islamic Education teachers in the Dhahirah region have those competencies. To achieve this, the researcher used two instruments. The first instrument was a questionnaire containing (130) competencies in eleven areas which were as follows : lesson planning, classroom management, principles of learning , school books and instructional media, integration , social relations, professional ethics, evaluation , Tajwid (recitation) and Tafsir (interpretation), Hadith (sayings of the Prophet) and Şirah (biography of the Prophet), and Aqidah (doctrine) and Fiqh (legislation). A five point Likert type scale was used including the following words : very important , important, undecided , unimportant , and very unimportant. The second instrument was an observation checklist containing (23) competencies in the areas of Tajwid and Tafsir . This cheklist was used to measure the extent to which teachers demonstrate those competencies. For this purpose, the observer used a five point Likert scale containing the following words : very high, high , average , low, and very low. The validity for both instruments was established through a group of judges. The reliability of the questionnaire was calculated by using the internal consistency . The Cronbach Alpha was (0.97). The inter-rater correlation coefficient , which was used to establish the reliability of the checklist was (0.83). The two instruments were administered to the sample of the study in the first semester of the 1994-1995 academic year. The questionnaire was handed to the teachers and supervisors of Islamic Education in the Batinah , Dhahirah and the Dakhiliyyah regions (n=220). The observation checklist was used with Islamic Education teachers in the Dhahirah region (n=49). The means of the subjects' ratings of the competencies were calculated. The Kendall's coefficient of the concordance was used to determine the degree of agreement among the subjects on the rating of the competencies. The t-test was used to determine the differences between teachers of Islamic Education, male (n=103) and female (n=96). The following are some of the findings of the study : The subjects highly rated all of the (130) competencies . There is a general weakness in the performance of both male and female teachers on the competencies related to Tajwid and Tafsir (X=2.88). The researcher suggested the following recommendations : Replicating this study in other regions of the Sultanate of Oman. Studies are needed to determine the competencies required for Islamic Education teachers in the Elementary and Preparatory schools. Providing teachers with in-service training in Tajwid and Tafsir .

هدفت الدراسة تعرف الكفايات اللازمة لمعلمي التربية الإسلامية بالمرحلة الثانوية في سلطنة عمان ، وقياس مدى توافرها لدى معلمي التربية الإسلامية بالمرحلة الثانوية في منطقة الظاهرة . ولتحقيق ذلك قام الباحث باستخدام أداتين هما : ۱- استبانة تتضمن (۱۳۰) كفاية موزعة على أحد عشر مجالأ هي : التخطيط للتدريس ، وإدارة الصف ، ومبادىء التعليم ، والكتاب المدرسي والوسائل التعليمية، والتكامل ، : والعلاقات الاجتماعية ، وأخلاقيات مهنة التعليم، والتقويم ، والتجويد والتفسير ، والحديث والسيرة ، والعقيدة والفقه.. وقد وضع للاستبانة تدريج خماسي وفق أسلوب ليكرت يتضمن العبارات التالية (مهمة جدا ، مهمة، لا أدري ، قليلة الأهمية ، غير مهمة أبدا ). ٢- بطاقة ملاحظة لقياس درجة ممارسة المعلمين الكفايات ، تتضمن (۲۳) كفاية تنتمي لمجال التجويد والتفسير . واستخدم في بطاقة الملاحظة تدريج خماسي وفق أسلوب ليكرت يتضمن العبارات التالية : ( عالية جدا ، عالية ، متوسطة ، قليلة ، ضعيفة ).
