Any state shall be described of being a state of Law subject to its application of the principal of legitimacy and a part from exigencies of this principal is the commitment to the laws and never breaching them, and the most important authorities that it should commit to that, are the Administrative Control Authorities which are subject to the Judicial Control on its business. This study aims to specify the way of applying the Judicial Control on Administrative control authorities and explaining the Judicial stand regarding this concern, and that is by including the judicial terms from the Court of Administrative Judicature and what are similar to it from France & Egypt. This study consist of two chapters being prefaced by an introduction on the concept of Administrative Control, and the first chapter studies the Judicial Control and its terms in ordinary and extraordinary circumstances, but the Second chapter have supervised the works of judicial control on the works of administrative control and that in terms of reason, purpose and status, and it had applied a comparative style on this study and showing the judicial terms and analyzing them. And the study had given a conclusion that the Administrative Control Authority shall commit to the legitimacy in all its works whether in ordinary or extraordinary works, and that the law (Jurisdiction) shall impose its control on administrative Control authorities to guarantee that it never breach the principal of legitimacy
