This study aims at identifying participation in decision making for school headmasters at Muscat schools, specifying the difficulties that impede the efficient participation and then proposing solutions to activate this participation. Then the study examines the difference of the participation considering the difference in sex and educational qualification. The sample of the study contains 39 male and female headmasters working in Muscat, Sultanate of Oman except Quirt To achieve these goals, a device was developed to measure the participation of headmasters of General Education Schools. This device consists of two parts. It includes (20) paragraphs which are distributed to (4) main points as follows: (5) paragraphs for Basics of Decision Making point, (5) paragraphs for Fields of Participation in Decision Making, (5) paragraphs for Ways of Participation in Decision Making and (5) paragraphs for Difficulties of Participation in Decision Making. To answer the study questions, the arithmetic mean, standard deviation and T-Tests are used to get the differences between the averages of two separate samples. The findings of the study reveal that there is a high participation in decision making by headmasters of General Education Schools. The average of the total performance of participation measure was (3.65). The results also indicate that there is a high consideration of the basics of decision making at all its stages and aspects. Furthermore, the methods followed in schools are mostly fair scientific methods which help activating participation in decision making. According to the study, there are some mediate to high difficulties that impede efficient participation in decision making in general education schools. The results also reveal that there are no statistical differences at level (a :0.05) between both sex in participation in decision making. Regarding the educational qualification, the findings reveal that there are no statistical differences at level (a:0.05) in participation in decision making. The researcher proposes some solutions and a preconception for a future program to develop headmasters' capabilities to make decisions.
