The aim of this study was to identify the development of learning resources centers in cycle two schools in Muscat region and suitability to international standards in terms of buildings, equipment and human resources. The study sample consisted of 45 learning resource centers in cycle two schools in the region. The comparative method used to conduct the study, by comparing the current situation in Oman with British and Egyptian standards. The results showed that the learning resource centers considered the international standards in the specifications of the site, while the space allocated 2.53 square meters per student in the learning resource centers in the schools with less than 500 students, surpassing what is proposed by the British Standards by 9%. While the schools that have between 500 to 1000 students did not achieve what was stipulated in these standards. As it is observed that there is a lack of educational equipment and furniture in the learning resource centers in the schools that have more than 1000 students, and the share of each student from these materials was 0.29. As for the qualifications of the librarians, they have considered international standards by 100% in all the schools, but their numbers did not take into account the stipulated standards, especially in schools which have more than 800 students. And according to these results, the researcher has come out with the following recommendations: the Ministry of Education should set special standards for learning resource centers including space, furniture, materials, and employees consistent with the international standards.
